Library Support & Development Services Program Manager (open through 5/4/20)

The Library Support & Development Services Program Manager reports to the State Librarian and manages the Library Support & Development Services division. The Library Support & Development Services Division of the State Library is responsible for consulting with Oregon libraries to improve local library service for all Oregonians. The division provides planning for statewide library development, consulting, continuing education services for local libraries, and administers all state and Federal library grant programs.

In this role, you will manage all aspects of the Library Support & Development Services division at the State Library. This essential work includes communicating the vision and direction for the division within the framework of the agency’s overall mission and strategic priorities, providing policy guidance, and clarifying priorities. Additionally, personnel management is essential in this role as you support and guide staff in their assigned activities to accomplish the agency’s mission, and work to ensure staff have the resources and training needed to deliver quality products and services.

The Communications & Operations Analyst works collaboratively with agency management to develop, maintain and evaluate the agency’s communication processes, its policies and standards. The Communications & Operations Analyst provides technical and analytical support, as well as administrative support in areas such as research, data collection and tracking, and report writing. This position collaborates with staff to ensure consistent messaging and branding, provides training on communication processes to agency staff, and consults with web contributors on website updates and revisions. The Communications & Operations Analyst solicits information from staff across work units to help coordinate and prioritize web-based communication platform improvements, analyzes new technology for communication platforms and recommends agency-wide platform standards, and collaborates with information technology staff to plan web-based platform changes.
